Public Records Act Requests
Under both the California Constitution and the California Public Records Act (PRA), the public has a right to inspect or copy non-exempt public records maintained by state and local government agencies. Public records include any writing containing information relating to the conduct of the public’s business prepared, owned, used, or retained by the public agency. (Gov. Code, § 6252.)

OPR maintains many records online that are available to the public without a PRA request.

Submitting a PRA Request to OPR
PRA requests may be made verbally or in writing. The simplest way to submit a PRA request is by emailing PRArequests@opr.ca.gov. Additionally, requests may be made in person at OPR’s office, or over the phone by calling (916) 322-2318.
To assist our staff with a prompt and accurate record search, please provide as much detail and specificity as possible in all requests. (Gov. Code § 6253, subd. (b).)
