Item 4 — ICARP overview and approval of revised Technical Advisory Council Charter

Discussion:

Presentation by the Governor’s Office of Planning and Research on the Integrated Climate Adaptation and Resiliency Program, including the Adaptation Clearinghouse and the Technical Advisory Council. Review of revised Council Charter and Bagley-Keene requirements.

Action:

Approval of ICARP Technical Advisory Countil Charter

Item 5 — TAC Vision Framework – defining vulnerable communities

Discussion:

Presentation by the Governor’s Office of Planning and Research on the proposed “Vulnerable Communities” definition.

Action:

Approve proposed “Vulnerable Communities” definition.

Item 6 — Adaptation Clearinghouse demo

Discussion:

Presentation by the Governor’s Office of Planning and Research on the beta site of the California Adaptation Clearinghouse, including an overview of feedback received to date and next steps.

Action:

Voting on any actions to implement on topics presented and discussed.

Item 7 — Workshop Session: Tracking Adaptation Progress

Discussion:

Building on the Council’s work from 2017, the workshop will focus on identifying the types of public sector actions that are needed to advance state and local adaptation and resiliency efforts. The workshop will include two breakout sessions to explore the following:

  1. Review and discussion of proposed framework to assess progress on adaptation efforts in California.
  2. Review and discussion of proposed application of the framework to existing planning processes at the State and local levels.

Voting on any actions to implement on topics presented and discussed.

Bagley-Keene Open Meeting Act

As a state body, the Technical Advisory Council is governed by the Bagley-Keene Open Meeting Act which requires the Council to:

  1. Publish an agenda at least ten days in advance of any meeting,
  2. Describe specifically in that agenda the items to be transacted or discussed,
  3. And refuse to add an item subsequent to the published agenda. In addition to these general requirements the Bagley-Keene Act includes other specific provisions about how meetings are to be announced and conducted.
