Discussion:
Presentation by the Governor’s Office of Planning and Research on the recently released “Planning and Investing for a Resilience California: A Guidebook

for State Agencies”.

Action:

Voting on any actions to implement on topics presented and discussed.

Item 5 — Incorporating Vulnerability Definition into TAC Vision and Principles and Public Sector Implementation Actions

Discussion:

Following direction provided at the September 15 meeting, discussion of proposed definition of vulnerability, including a presentation on the Climate Justice Working Group’s “Advancing Climate Justice in California: Guiding Principles and Recommendations for Policy and Funding Decisions, August 2017”. Review of proposed ICARP TAC Implementation actions and metrics.

Action:

(1) Approve next steps on developing definition of ‘social vulnerability’. (2) Approve ICARP public sector implementation actions and metrics for state and local governments (regional implementation actions to be discussed during a subsequent meeting).

Item 6 — Ocean Protection Council Sea-Level Rise Guidance

Discussion:

Presentation by the Ocean Protection Council on the Draft Update to the State of California Sea-Level Rise Guidance.

Item 7 — SGC Draft Research Investment Plan

Discussion:

Presentation by the Governor’s Office of Planning and Research and the Strategic Growth Council on the Draft Research Investment Plan.

Action:

Voting on any actions to implement on topics presented and discussed.

Item 8 — Senate Bill 1: Adaptation Planning Grant and ICARP Coordination

Discussion:

Update on the SB1 Adaptation planning Grant, including proposed CalTrans reporting to the TAC, case study reporting requirements, and technical assistance support to grantees.

Voting on any actions to implement on topics presented and discussed.

Bagley-Keene Open Meeting Act

As a state body, the Technical Advisory Council is governed by the Bagley-Keene Open Meeting Act which requires the Council to:

  1. Publish an agenda at least ten days in advance of any meeting,
  2. Describe specifically in that agenda the items to be transacted or discussed,
  3. And refuse to add an item subsequent to the published agenda. In addition to these general requirements the Bagley-Keene Act includes other specific provisions about how meetings are to be announced and conducted.
