Update on efforts to develop a climate adaptation financing framework and case studies, including presentation on complementary efforts to inform framework materials; including a presentation from Resources Legacy Fund and a report out from the first Adaptation Financing Convening with the Federal Reserve Bank of San Francisco.

Item 5 — Senate Bill 1: Adaptation Planning Grant Update

Discussion:
Update on the Senate Bill 1 Adaptation Planning Grant, including the grant guide, which includes a coordination role for ICARP.

Action:
Voting on any actions to implement on topics presented and discussed.

Item 6 — Hazard Mitigation Grant Program

Discussion:
Presentation by the Office of Emergency Services on the Hazard Mitigation Grant Program.

Action:
Voting on any actions to implement on topics presented and discussed.

Item 7 — General Plan Guidelines, 2017 Update Release

Discussion:

Presentation by the Governor’s Office of Planning and Research on the publically-released General Plan Guideline, 2017 update.

Item 8 — Adaptation Vision and Principles

Discussion:
Review of proposed ICARP TAC Vision and Principles. Discussion of proposed implementation actions and metrics, with a presentation from the California Department of Public Health on tools to identify climate-vulnerable communities.

Action:
  1. Voting to approve ICARP TAC Vision and Principles.
  2. Voting to approve next steps on implementation actions and metrics, and any actions to implement on topics presented and discussed.

Bagley-Keene Open Meeting Act

As a state body, the Technical Advisory Council is governed by the Bagley-Keene Open Meeting Act which requires the Council to:

  1. Publish an agenda at least ten days in advance of any meeting,
  2. Describe specifically in that agenda the items to be transacted or discussed,
  3. And refuse to add an item subsequent to the published agenda. In addition to these general requirements the Bagley-Keene Act includes other specific provisions about how meetings are to be announced and conducted.
