Local and Tribal Intergovernmental Consultation

State planning law requires cities and counties to consult with California Native American tribes during the local planning process for the purpose of protecting Traditional Tribal Cultural Places. OPR’s consultation guidelines, background information, and training session information are all available on-line.

OPR’s Development Process for the Proposed CEQA Guideline Amendments for GHG

The Governor’s Office of Planning & Research (OPR) engaged in a 16-month-long collaborative public process to develop its proposed amendments to the CEQA Guidelines. Since November 2007, OPR has met with hundreds of stakeholders representing diverse interests, including environmental and business organizations, state and local government agencies, non-profit groups, CEQA consultants and attorneys. OPR created two advisory groups, the SB 97 Local Government Focus Group, and SB 97 Public Interest Focus Group.

OPR released an early draft of the guideline amendments (preliminary draft amendments) on January 8, 2009 for public review. OPR held two public workshops to present and discuss the preliminary draft amendments, and received over 80 comment letters. OPR considered all public comments received in writing and during the public workshops prior to submitting a package of proposed amendments to the Natural Resources Agency on April 13, 2009.

Public workshops on the preliminary draft amendments were held on January 22, 2009 in Los Angeles and on January 26, 2009 in Sacramento. The workshops included a presentation by OPR and the Natural Resources Agency staff, an overview of the Preliminary Draft CEQA Guideline amendments, and the process for adopting the regulations by 2010.
